Organizational Context
The United Nations Office of Counter-Terrorism (UNOCT) leads UN counter-terrorism efforts, enhances system-wide coordination, and strengthens Member State capacity-building. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT. This Programme Management Officer role, based in Ashgabat, reports to the Chief of Countering Terrorism Section and focuses on engagements and capacity-building projects in Central Asia.
Job Purpose
The Programme Management Officer is responsible for leading engagements with Central Asian Member States, regional organizations, and civil society on counter-terrorism and preventing/countering violent extremism (PCVE). This includes managing capacity-building projects funded by extra-budgetary resources. The role involves coordinating with UN entities like UNRCCA and regional bodies such as the SCO and CIS. Key duties include providing technical assistance, monitoring project implementation, conducting research on terrorism and extremism, developing policy, organizing outreach activities, and managing project budgets. The officer will also participate in field missions and prepare relevant documentation, contributing to the implementation of the UN Global Counter-Terrorism Strategy in Central Asia.
Responsibilities
Lead local engagements with Central Asian governments and stakeholders on counter-terrorism and PCVE issues, focusing on the Joint Plan of Action (JPoA). Coordinate with UNRCCA and regional organizations on joint projects. Oversee the implementation of regional programmes and projects, liaising with other UNOCT thematic programmes. Monitor and analyze project development and implementation, identifying and resolving issues. Provide technical assistance to national and local authorities, legislative bodies, civil society, and the private sector for JPoA implementation. Conduct consulting assignments, including workshops and action plan development. Research and analyze trends related to counter-terrorism, violent extremism, and conditions conducive to terrorism. Coordinate policy development, research, and studies. Design and analyze data collection tools for surveys. Prepare written outputs such as background papers, reports, and publications. Provide substantive support for meetings and conferences. Initiate and coordinate outreach activities, training workshops, and seminars. Lead and participate in complex field missions. Coordinate budget funding activities and prepare related financial reports.
Work Experience
A minimum of seven years of progressive experience in project or programme management is required. Essential experience includes managing counter-terrorism or PCVE capacity-building projects and working with Central Asian authorities. Desirable experience includes managing inter-agency programmes, field work, and developing/implementing counter-terrorism strategies in Asia.
