Organizational Context
The United Nations Secretariat, specifically the Economic and Social Commission for Western Asia (ESCWA), is supporting Iraq's General Authority for Monitoring the Allocation of Federal Revenues. This consultancy aims to enhance the fairness, transparency, and efficiency of federal resource allocation in Iraq, ensuring equitable distribution to all governorates and promoting inclusive development.
Job Purpose
This consultancy's purpose is to produce a technical paper on revenue-sharing systems, focusing on global approaches and insights relevant to Arab countries, with a specific case study on Iraq. The paper will analyze fiscal federalism and inter-governmental transfers, drawing on international standards and best practices. It will identify policy options and actionable recommendations tailored to Iraq's context, including natural resource revenue sharing and equalization mechanisms, to support inclusive development and improve human development outcomes. The role involves remote work for approximately two months.
Responsibilities
The consultant will present a conceptual overview and rationale for federal fiscal transfers, examining vertical and horizontal equity and efficiency through various approaches and methodologies. This includes analyzing critical issues in different country contexts and reviewing international experiences to draw lessons for comparative practice. The consultant will also design and assess institutional arrangements for fiscal transfers, specify data requirements, and outline stakeholder engagement mechanisms. Finally, the consultant will apply analytical insights to the Iraqi context, identifying tailored policy options and actionable recommendations for improving revenue allocation.
Work Experience
A minimum of 10 years of professional experience in designing federal revenue-sharing systems, including international standards, practices, and related policy issues, is required. Additionally, at least 1 year of experience providing advisory or technical support to governments on federal revenue sharing and public finance topics is necessary.
