Organizational Context

The UN Secretariat's Resident Coordinator System (RCS) supports countries in achieving development priorities and SDGs through empowered Resident Coordinators. As part of a global reform, the Development Operations Coordination Office (DCO) oversees the RCS. This role is within the UN Resident Coordination Office (RCO) in Kuwait City, Kuwait, reporting to the Head of RCO, and focuses on strategic partnerships for SDG achievement.

Job Purpose

The Partnerships Officer provides strategic advice and support to the Resident Coordinator and UN Country Team (UNCT) to foster partnerships crucial for achieving the Sustainable Development Goals (SDGs). This involves developing and implementing UN Partnership Strategies, engaging diverse stakeholders including civil society and the private sector, and identifying opportunities for collaboration. The role also supports resource mobilization initiatives, manages pooled funds, and advises on financing for development options aligned with national and UN frameworks. Additionally, the officer contributes to knowledge management and capacity development within the UN system regarding partnerships and resource mobilization, ensuring effective engagement and generation of financial resources to accelerate SDG progress.

Responsibilities

The Partnerships Officer provides substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, the private sector, and other entities for SDG achievement. This includes advising on UN Partnership Strategy development and implementation, supporting UNCT working groups, and liaising with UN entities. The role serves as a key contact for external stakeholders, builds interfaces with development partners, and supports risk/opportunity identification for partnerships. The officer also participates in joint partnership and resource mobilization initiatives, supports the management of pooled funds for the UN Sustainable Development Cooperation Framework, and analyzes funding streams. Collaboration with RCO economists and finance experts is essential to promote partnerships for SDG financing, including preparing briefing papers and contributing to dialogues. Furthermore, the role contributes to knowledge management by promoting collaboration, researching best practices, and supporting data analysis for reporting and decision-making.

Work Experience

A minimum of five years of progressive experience in strategic partnership support, project/programme management, and resource mobilization within development cooperation is required. Experience in designing and implementing partnerships, preparing proposals, and developing strategic partnerships across government, private sector, and civil society is essential. Experience in resource mobilization strategies and inclusion strategies is desirable. Two or more years of experience in data analytics is also desirable.
