Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. This role is within the Ecosystems Division, specifically supporting the Coordinating Body on the Seas of East Asia (COBSEA) Secretariat in Bangkok, Thailand. COBSEA is a regional intergovernmental mechanism focused on the protection and sustainable development of the marine and coastal environment.
Job Purpose
This consultancy provides day-to-day technical and operational direction for the "Advancing Sustainable Management and Recycling of Abandoned, Lost or Otherwise Discarded Fishing Gear" project in Indonesia and Viet Nam. The project aims to reduce marine plastic pollution by strengthening fishing gear management systems and promoting the recycling of end-of-life fishing gear. The role contributes to enhancing fisheries productivity and supporting sustainable coastal livelihoods through policy strengthening, infrastructure development, and viable collection/recycling models. The consultant will lead the Project Management Team, overseeing technical, operational, partnership, monitoring, and reporting aspects of this extra-budgetary project.
Responsibilities
Lead the Project Management Team, providing technical and operational direction for project delivery. Oversee project outcomes, including planning, management, and technical guidance. Coordinate and manage the Project Management Team, consultants, implementing partners, and contractors. Manage partnerships and stakeholder engagement with the donor, Korean technical partners, and participating governments. Monitor project progress, budget, results, risks, and compliance with the project document and workplan. Prepare comprehensive technical, financial, and donor reports, including specific documentation requirements for the Republic of Korea.
Work Experience
A minimum of five years of progressive experience in programme or project coordination/management, international cooperation, or environmental affairs is required. This includes at least three years focused on marine and/or coastal environmental issues. Experience managing donor-funded projects, particularly Republic of Korea ODA projects, is essential. Experience with marine litter and plastic pollution, especially from sea-based sources, is also required.
