Organizational Context
The United Nations Office of the High Commissioner for Human Rights (OHCHR) is implementing a project in Guinea focused on supporting the promotion and protection of human rights for peacebuilding. This role is part of an initiative funded by the UN Peacebuilding Fund (PBF) to address socio-political crises, strengthen social cohesion, and promote rule of law.
Job Purpose
The primary purpose of this role is to conduct a high-quality, timely final independent evaluation of the "Support for the Promotion and Protection of Human Rights for Peacebuilding in Guinea" project. This involves assessing the project's achievements, contribution to peacebuilding, conflict prevention, and rule of law, as well as analyzing its design, efficiency, effectiveness, and sustainability. The evaluation will provide insights into the project's impact on human rights defenders, national protection mechanisms, combating hate speech, and improving human rights within the criminal justice system, ensuring a participatory and objective assessment.
Responsibilities
The Lead Evaluator will be responsible for producing high-quality, timely deliverables, including a inception report, a preliminary findings presentation with a draft report, and a final evaluation report with an English summary, lessons learned document, and web article. This role involves close collaboration with a second evaluator, reporting to the OHCHR Evaluation Manager, and coordinating with UNDP and UNICEF focal points. Key duties include facilitating communication with government counterparts, civil society partners, and stakeholders; supporting the identification of key stakeholders for interviews and consultations; and ensuring all deliverables are clear, transparent, and verifiable.
Work Experience
The role requires experience in conducting evaluations, as evidenced by the need for a starter report, draft report, and final report. Collaboration with other evaluators and stakeholders is expected, along with the ability to manage deliverables within set timelines.
