Organizational Context
This position is within the International, Impartial and Independent Mechanism (IIIM) in Damascus, Syria, tasked with assisting in the investigation and prosecution of serious international crimes committed in Syria. The role supports a technical advisory program focused on information and evidence for transitional justice authorities, reporting to the Chief of the Information Systems Management Section.
Job Purpose
The Information and Evidence Officer provides crucial technical and advisory support to national and international criminal accountability mechanisms in Syria, including the National Commission for Transitional Justice. The role focuses on designing, establishing, and maintaining secure evidence management infrastructures, advising on collection, processing, preservation, and analysis of evidence while ensuring forensic integrity and chain of custody. This includes structuring complex datasets, guiding data models, facilitating interoperability, and developing training programs on evidence handling and eDiscovery. The officer also manages operational aspects of system design and application support, contributing to the Mechanism's eDiscovery protocols and technology infrastructure to support its mandate.
Responsibilities
The Information and Evidence Officer provides technical and advisory support to accountability mechanisms by assisting in the design, establishment, and maintenance of secure evidence management infrastructures and advising on processes for evidence collection, processing, preservation, and analysis, ensuring forensic integrity and chain of custody. Responsibilities include supporting the structuring of complex datasets, guiding data models and metadata schemas, and facilitating system interoperability while ensuring data protection. The role involves designing and delivering training programs on evidence handling and eDiscovery, contributing to training materials and standard operating procedures. Additionally, the officer performs evidence handling and custodial obligations, managing collection, preservation, digitization, secure storage, and chain of custody. This includes managing data ingestion, processing, and indexing, and developing eDiscovery requirements and workflows. The role also manages operational aspects of system design, evaluation, and application support, contributing to eDiscovery protocols and technology infrastructure, preparing technical documents, and providing training on eDiscovery tools.
Work Experience
A minimum of five years of progressive experience in information management or a related field is required, including experience with e-discovery and data analysis software. Experience in data modeling, advanced information retrieval, database management, and programming languages (SQL, Python, R) is desirable, as is experience with large datasets, criminal investigations, and international accountability mechanisms.
