ASSOCIATE ADMINISTRATIVE OFFICER
Organizational Context
This position is located in Bishkek, Kyrgyzstan, within the Office of the High Commissioner for Human Rights (OHCHR) Regional Office for Central Asia. The incumbent reports to the OHCHR Regional Representative for Central Asia and collaborates closely with the Deputy Regional Representative.
Job Purpose
The Associate Administrative Officer supports the coordination of project activities by ensuring timely administrative and logistical arrangements, and assists in project planning and implementation through maintaining schedules and documentation. The role is crucial for managing human resources activities, including recruitment and performance appraisals, ensuring adherence to UN rules. Additionally, the officer supports budget and finance functions, including budget development, resource allocation monitoring, and financial system implementation. General administration, including supervision of support staff and managing operational tasks, is also a key aspect of the role, contributing to the efficient functioning of the OHCHR Regional Office.
Responsibilities
Key responsibilities include coordinating project activities through effective administrative and logistical support, and contributing to project planning and implementation by maintaining schedules and documentation. The role involves managing human resource functions such as recruitment, placement, performance appraisals, and ensuring compliance with UN Staff Rules and Regulations. The Associate Administrative Officer will also assist in developing and monitoring unit and project budgets, analyzing resource allocations, and supporting financial database systems. General administrative duties encompass supervising support staff, managing travel programs, overseeing vendor payments, and addressing office space and technology needs.
Work Experience
A minimum of two years of progressive experience in administration, finance, accounting, or human resources management is required. Experience with an Enterprise Resource Planning (ERP) system like UMOJA is essential. Experience within the UN system or a similar international organization, procurement, contract management, grants management, and personnel contract administration are desirable.
