Programme Management Officer

The United Nations Environment Programme (UNEP) is the leading global environmental authority. The Climate Change Division focuses on policy implementation and capacity development, particularly for developing countries. This role supports the Systematic Observations Financing Facility (SOFF) programme, ensuring effective project execution, coordination, and fiduciary oversight at the country level to enhance climate resilience and early warning systems.
Job Purpose
This Programme Management Officer role is crucial for supporting the implementation of the Systematic Observations Financing Facility (SOFF) programme within UNEP's Climate Change Division. The incumbent will lead SOFF-funded activities at the country level, collaborating with partners and National Hydro-Meteorological Services to ensure projects meet requirements and achieve objectives related to climate resilience and early warning systems. Key responsibilities include monitoring country progress against standards, identifying and resolving implementation issues, participating in project steering committees, managing budgets and financial reporting, conducting risk management, leading procurement and recruitment, preparing written outputs, delivering presentations, and organizing outreach activities and workshops. The role also involves conducting monitoring missions, developing annual work plans, and analyzing data for informed decision-making, all under the supervision of the Chief of Section.
Responsibilities
Monitor country progress towards WMO Global Basic Observing Network (GBON) standards. Identify and address project implementation challenges. Participate in Project Steering Committees and evaluations. Coordinate budget funding, project preparation, submissions, progress reports, and financial statements. Manage project risks, identifying and implementing mitigation measures. Lead project-related procurement and recruitment processes. Prepare written outputs such as progress reports, analyses, and communications materials. Deliver presentations on climate information services and systematic observations. Undertake outreach activities, including developing and participating in training workshops and seminars. Organize and provide guidance for meetings and conferences. Conduct monitoring missions and guide external consultants. Coordinate annual work plan development and prepare implementation plans. Collect and analyze data to identify trends and provide insights for planning and decision-making using data visualization methods. Perform other assigned duties.
Work Experience
A minimum of five years of progressively responsible experience in project/programme management related to environment and/or climate change is required. Two years of experience in managing and overseeing environmental projects funded by global funds is also required. Experience in supporting environmental and climate information management at the country level, particularly with SIDS and LDCs, is desirable. One year of experience in data analytics is desirable.
