Job Purpose
This role provides strategic technical and political guidance for the implementation of the NDC Act & Invest Initiative project in Paraguay. The purpose is to ensure effective inter-institutional coordination and alignment with the Ministry of Environment and Sustainable Development's objectives. The position will support the translation of Paraguay's NDC 3.0 into actionable plans, strengthening institutional capacities, improving climate governance, and accelerating coordinated climate action. It aims to enhance the dissemination, understanding, and implementation of climate-related initiatives and project outcomes at the national level, fostering inclusive and transparent climate action processes.
Responsibilities
Provide strategic technical and political guidance for project implementation, ensuring alignment with national priorities and Ministry of Environment and Sustainable Development (MADES) objectives. Offer technical oversight to hired consultants, review technical products, and support progress reporting. Facilitate communication and coordination among national stakeholders, consultants, and UNEP. Develop and implement communication and outreach strategies for climate change initiatives and NDC 3.0. Support the generation of technical and strategic inputs to strengthen the understanding and implementation of climate-related projects. Develop a comprehensive Work Plan, track implementation, diagnose issues, and propose corrective measures. Establish coordination arrangements and quality assurance mechanisms for the technical team.
Work Experience
Requires a minimum of seven years of relevant work experience in environmental management since obtaining a bachelor's degree. Desirable experience includes at least five years in planning, implementing, or monitoring climate change initiatives in Paraguay or for NDC actions. Experience with public institutions in Paraguay related to climate change planning is also desirable.
