Organizational Context
The UN Resident Coordinator Offices (UN RCO), part of the UN Secretariat's Development Operations Coordination Office (DCO), support countries in achieving development priorities and SDGs. Empowered UN Resident Coordinators lead these offices. The RCO in N'Djamena, Chad, operates under the UN 2.0 framework, emphasizing data, digital innovation, and strategic foresight to accelerate the 2030 Agenda. This role supports the Resident Coordinator and UNCT in strategic partnerships for SDG achievement.
Job Purpose
The Partnerships Officer provides crucial advice and support to the Resident Coordinator (RC) and the UN Country Team (UNCT) in N'Djamena, Chad, to foster strategic partnerships for achieving the Sustainable Development Goals (SDGs). This involves developing and implementing a UN Partnership Strategy aligned with national priorities and the UN Sustainable Development Cooperation Framework. The role facilitates engagement with diverse stakeholders, including civil society and the private sector, to identify and leverage partnership opportunities. Additionally, the officer supports resource mobilization initiatives, manages pooled funds, and contributes to financing for development strategies. The position also plays a key role in knowledge management, promoting best practices and innovative approaches in partnerships and resource mobilization across the UN system at the country level.
Responsibilities
The Partnerships Officer is responsible for providing substantive support for the strategic planning and coordination of UNCT partnerships with civil society, the private sector, and other stakeholders to advance SDG achievement. This includes advising on the development and implementation of the UN Partnership Strategy, supporting working groups, and liaising with UN entities at all levels to define a value proposition for local partnerships. The role involves serving as a key contact point for external partners, building interfaces with development partners, government, private sector, and civil society, and advising on partnership risks and opportunities. The officer also participates in joint partnership and resource mobilization initiatives, supports the management of pooled funds, and develops locally tailored resource mobilization strategies. Furthermore, the role promotes partnerships to support financing for development, prepares briefing papers, contributes to advocacy, and works with RCO economists to engage counterparts on SDG financing. Finally, the officer contributes to knowledge management by promoting collaboration, researching best practices, maintaining a repository of potential donors, and advising on partnership guidelines and innovative approaches.
Work Experience
A minimum of five years of progressive experience in strategic partnership support, project/programme management, and resource mobilization within development cooperation is required. Experience in developing strategic partnerships across government, private sector, and civil society is essential. Experience in designing and implementing partnerships and resource mobilization strategies is also required. Experience in promoting inclusion strategies, UN interagency coordination, knowledge management, and applied partnerships in specific areas (e.g., food systems, digital transformation, climate action) is desirable. Data analytics experience is a plus.
