Organizational Context

The United Nations Conference on Trade and Development (UNCTAD) seeks a Consultant on Trade Facilitation to support the implementation of the Automated System for Relief Emergency Consignments (ASYREC) in the Pacific region. This role contributes to expediting crisis response by facilitating the supply of emergency goods through developing a generic institutional and governance framework.

Job Purpose

The purpose of this consultancy is to contribute to expediting crisis response by facilitating the supply of emergency goods. This will be achieved by developing a generic institutional and governance framework, leveraging the implementation of the ASYREC system, building upon the pilot project in the Pacific Region. The consultant will provide technical advice, international perspectives, and develop technical assistance products to enhance preparedness and response mechanisms for the rapid movement and clearance of relief consignments during emergencies. The role aims to ensure the ASYREC system and its associated e-learning module are adaptable to various crisis situations and international contexts, including those in African countries, by incorporating best practices and lessons learned.

Responsibilities

Provide technical advice and quality assurance for the development of the ASYREC user guide, e-learning module, and recommendations on the institutional and governance framework. Offer an international perspective on emergency goods supply by analyzing global best practices, standards, and experiences in importation, clearance, transport, and distribution during emergencies. Customize and enhance the ASYREC e-learning module for broader applicability to diverse crises and humanitarian contexts, incorporating international case studies. Develop a technical assistance product on trade facilitation for emergency goods, including methodologies and guidance materials, benchmarking with selected African countries. Provide technical guidance and substantive input for organizing a regional awareness seminar on ASYREC for Pacific Island countries, including program development and delivery of technical sessions.

Work Experience

A minimum of 7 years of relevant work experience in trade facilitation is required. Experience in international trade, trade facilitation measures, customs, and/or transport, particularly with developing countries, is necessary. Experience with UNCTAD Reform Tracker or similar monitoring tools for National Trade Facilitation Committees is required. Experience in Asian countries is considered an advantage.
