Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC) is part of the UN Secretariat. This consultancy supports projects focused on economic transformation, social inclusion, and sustainable pension systems within the Latin America and Caribbean region.
Job Purpose
This consultancy aims to produce strategic analyses and policy recommendations to enhance the sustainability of pension systems in Latin America and the Caribbean, particularly in the context of economic crises. It also involves systematizing learnings from technical assistance projects and analyzing the impact of non-contributory social protection policies on development dimensions. The role contributes technical inputs to regional exchange processes and technical assistance activities under the "Inclusive Societies in Latin America and the Caribbean" program, strengthening policy frameworks for education and vocational training.
Responsibilities
Conduct strategic analyses on the impact of economic crises on pension system sustainability, providing policy recommendations and indicator analysis for the region. Coordinate dissemination materials and presentations for project results. Systematize outcomes from technical assistance activities. Contribute to ongoing working documents and other project-related outputs on labor inclusion and social protection. Collaborate on monitoring regional exchanges regarding social protection approaches in technical and vocational education and training. Prepare substantive analyses by reviewing literature and processing data, focusing on the impacts of non-contributory social protection programs on development. Conduct strategic analyses for technical assistance documents in project implementation countries.
Work Experience
A minimum of 5 years of professional experience in research and public policy design, preferably in social protection areas within Latin America and the Caribbean. Experience in organizing technical events, preparing presentations for specialized audiences, and applying econometric analysis and quantitative techniques is required.
Skills
Strategic analysis, policy recommendation development, data analysis (quantitative and econometric), research, report writing, presentation development, project coordination, knowledge of pension systems, social protection policies, and regional development in Latin America and the Caribbean. Advanced Spanish and English language proficiency.
