Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces, as well as technical assistance to the Organization of American States. This temporary Travel Officer position is based in Santo Domingo, Dominican Republic, within the Office of the Chief, Operations and Resources Management, reporting to the Chief.
Job Purpose
The Travel Officer is responsible for ensuring the smooth and efficient arrangement of official travel and transportation for all mission personnel, including prompt settlement of travel claims and provision of updated travel information. This role involves administering travel entitlements, issuing and controlling UN travel documents, and managing visa procurement. The incumbent will direct the establishment of travel arrangements for UN officials, assist with related finance, budget, and HR requirements, and decide on priorities to maximize resource utilization while maintaining service quality. Additionally, the role includes managing the Travel Management Services contractor, coordinating with other agencies, liaising with global travel leaders for corporate discounts, evaluating new travel technologies, and assisting travelers, especially in complex situations. The position also involves creating and verifying fund commitment documents and retrieving expenditure reports.
Responsibilities
Manage and make decisions to ensure effective and efficient travel service delivery aligned with organizational goals. Administer official travel arrangements, entitlements, and the issuance/control of UN travel documents, including visa procurement. Direct the establishment of official travel entitlements and arrangements for UN officials. Assist with finance, budget, and human resource requirements and performance reports for the unit. Determine priorities and procedures to maximize resource utilization and enhance service quality. Manage the Travel Management Services contractor to ensure compliance with contractual agreements. Coordinate with participating agencies for common service compliance. Assist with arrangements between travel management and travel payment systems. Liaise with UN global travel community leaders on common interests, including negotiating corporate discounts with airlines. Research and evaluate new technologies in travel markets and the airline industry. Assist UN travelers, particularly those in difficult or high-profile circumstances. Negotiate special conference fares when necessary. Create and verify Funds Commitment documents in UMOJA and retrieve expenditure reports. Perform other related duties as required.
Work Experience
A minimum of ten years of progressively responsible experience in administration, budget, or finance related to international travel management within the UN system is required. This requirement is reduced to five years for candidates with a first-level university degree. Experience in complex contract negotiations, within the UN System, with ERP applications like SAP/UMOJA, managing high-volume teams, and analyzing large datasets is desirable.
