Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to key Haitian entities and international organizations, including the Gang Suppression Force, BINUH, Haitian National Police, Haitian Armed Forces, and the Organization of American States. This role is based in Port au Prince within the Aviation Unit, Mission Air Operations Center, reporting to the Chief of Unit.
Job Purpose
The Air Operations Officer (P-3) is responsible for managing and supervising the Mission Air Operations Center, ensuring all air operations comply with international standards, UN directives, and local regulations. This involves reviewing and approving air mission requests, optimizing air asset allocation for safety and efficiency, and managing various flight types, including routine, special, and military operations. The role also oversees integrated search and rescue operations and coordinates essential services for aircrews, contributing to the overall effectiveness and safety of air transport within the mission.
Responsibilities
Manage and supervise the Mission Air Operations Center, ensuring compliance with Air Tasking Orders, Standard Operating Procedures, UN directives, and ICAO standards. Review and approve Air Mission Requests, assigning suitable air assets for maximum safety and efficiency. Manage routine, special, and military operational flights, including search and rescue operations. Coordinate diplomatic clearances, ground handling, and aircrew accommodations. Conduct aviation risk management and monitor air asset utilization. Liaise with internal and external stakeholders on aviation matters. Develop and implement aviation standard operating procedures and ensure aircrew are briefed on policies and safety requirements. Develop budget proposals and requirements for aircraft acquisition. Supervise operational plans, performance reports, and audit responses. Analyze safety reports to identify corrective actions. Manage staff assignments, work plans, and performance evaluations. Coordinate training activities.
Work Experience
A minimum of five years of progressive experience in air transport operations or aviation safety, including at least three years in a managerial role coordinating complex international air operations. Experience with ICAO standards, air operations, aircraft contract management, and international operations in post-conflict environments is required. Quality management experience is desirable.
