Senior Information Systems Assistant
Organizational Context
The Office of Information and Communications Technology (OICT) drives the UN's digital transformation, delivering secure and innovative technology solutions. The Enterprise Solutions Service (OICT/ESS) develops and supports enterprise solutions for the UN. This role is within OICT/ESS in Valencia, Spain, reporting to a Senior Information Systems Officer.
Job Purpose
The Senior Information Systems Assistant provides crucial support for computer information systems, databases, and applications within OICT/ESS. This role involves complex troubleshooting, participating in the development, testing, and implementation of new application systems and modules, and conducting version management. The incumbent will design and develop computer application systems using multiple programming languages and UN IT standards, install software and hardware, and monitor application systems. Additionally, the role includes managing and maintaining technical documentation, assisting in refining support procedures, and potentially leading projects for simple computer application systems. The position also contributes to feasibility studies, systems analysis, and identifying user needs, including workflow analysis and document management. Support for system development, security, data backup, and recovery is also a key function, alongside staying updated on new technologies and providing guidance to junior staff.
Responsibilities
Provide comprehensive support for computer information systems, databases, and applications, including complex troubleshooting. Participate in the full lifecycle of application development: programming, testing, debugging, and implementation of new releases, modules, and functionalities, including version management. Design and develop computer application systems and programs using multiple programming languages and adhering to UN IT standards. Install and configure application systems software and hardware, and monitor application performance using appropriate tools. Manage, create, and maintain technical documentation for relevant systems and products, administering changes according to procedures. Assist in developing and refining support and operations procedures for computer applications. Serve as a team leader for projects involving the planning, design, development, implementation, and maintenance of simple computer application systems, liaising with users to define requirements and performing installations. Contribute to feasibility studies, systems analysis, design, development, implementation, and evaluation of system improvements. Assist in identifying user needs, including business process and document workflow analysis, document repository management, and designing workflow systems. Provide support for system development matters, including security, data backup, and recovery. Research new technologies, perform benchmarking, and assist in implementing new acquisitions. Provide guidance and training to junior staff, plan daily work, and supervise other staff as needed. Assist in data collection, analysis, presentation, and report preparation for knowledge management and decision-making.
Work Experience
A minimum of 10 years of progressive experience in information systems analysis, programming, systems administration, software development, or a related field is required (8 years with a first-level university degree). Specific experience includes: 7 years in web application development (.Net Core, JavaScript/TypeScript), 6 years in GIS application development (ArcGIS), and 5 years in Agile methodology with CI/CD tools (Git, Azure DevOps). 2 years of experience using React for SPA development is required. Desirable experience includes information security and machine learning.
