Programme Management Assistant
Organizational Context
This Programme Management Assistant position is based in Tashkent, Uzbekistan, within the OHCHR Regional Office for Central Asia (ROCA). The role supports the ROCA Uzbekistan Team and reports to the National Programme Officer and the Human Rights Officer in Tashkent, contributing to the effective implementation of human rights programmes and projects.
Job Purpose
The Programme Management Assistant provides essential day-to-day support for the planning and implementation of activities and programmes within the OHCHR Regional Office for Central Asia (ROCA) in Uzbekistan. This role involves researching, analyzing, and summarizing information, preparing meeting documentation, and responding to individual case inquiries in line with OHCHR policies. The assistant plays a key role in coordinating project planning, monitoring progress, and assisting with budget proposals and analysis. They also support programme evaluation, financial tracking, and reporting, ensuring adherence to organizational procedures and facilitating the smooth execution of projects and administrative tasks.
Responsibilities
Provide day-to-day assistance for programme and activity planning and implementation. Research, compile, analyze, and summarize information for projects and meetings, including taking minutes. Respond to individual case inquiries according to OHCHR policies and refer cases as needed. Assist in coordinating programme and project planning, monitoring proposals, and ensuring timely submission of project documents. Support budget preparation and analysis, interpret guidelines, review submissions, and prepare reports on expenditures and resource utilization. Monitor and evaluate programmes/projects in coordination with the Administration Unit, tracking data, identifying issues, and initiating follow-up actions. Collaborate with programme managers on performance reporting and liaise with parties on planning instruments. Draft programme summaries, coordinate clearance processes, and manage publication logistics. Serve as a focal point for coordinating and monitoring project implementation activities, including administrative actions, recruitment, travel, and procurement. Maintain programme files and databases, generate reports, and draft correspondence. Manage the organization of events, workshops, and field visits, including logistical arrangements and participant support. Ensure timely payments, procurement, and proper document storage. Provide guidance and training to junior staff.
Work Experience
A minimum of seven years of experience in programme or project administration, technical cooperation, or a related area is required. This minimum is reduced to five years for candidates with a first-level university degree or higher. Experience supporting human rights programmes and data analytics is desirable.
