Organizational Context
This position is within the Office of the High Commissioner for Human Rights (OHCHR) in Pemba, Cabo Delgado, Mozambique. The Human Rights Officer will undertake a range of tasks including monitoring and investigating human rights compliance, analyzing data for early warning and policy, drafting reports, and integrating human rights into peace and development planning. The role also involves advising UN leadership and national authorities, and fostering partnerships for equality and accountability.
Job Purpose
The Human Rights Officer in Pemba, Mozambique, is responsible for monitoring and investigating compliance with international human rights and humanitarian law, and following up on recommendations from human rights mechanisms. This involves collecting, documenting, and analyzing evidence-based information on various rights to support early warning, response, and decision-making, ensuring data is interoperable and shared appropriately, with a focus on gender and inclusivity. The role includes conducting field missions, drafting comprehensive reports, and fact-finding missions to document violations while adhering to protection standards. The officer will also prepare analytical papers, advise national counterparts on legal reforms, contribute to protection strategies, and engage in fundraising and team guidance to advance the Office's objectives.
Responsibilities
Conduct substantive monitoring of human rights and international humanitarian law implementation, and follow up on recommendations from human rights mechanisms and investigative findings to ensure compliance and advance accountability. Collect, document, and analyze evidence-based information on civil, cultural, economic, social, and political rights to inform early warning, response, and decision-making, ensuring data is discoverable, interoperable, and shared with gender and leave-no-one-behind perspectives. Undertake human rights monitoring and field verification missions, including assessments and early-warning exercises, adhering to UN methodology, gender indicators, and victim/witness protection standards, and draft comprehensive reports with findings and recommendations. Conduct fact-finding or investigative missions to document violations of international human rights and humanitarian law, ensuring adherence to protection standards and facilitating cross-component collaboration. Draft, review, and disseminate human rights reports, briefings, and communications, including legal analysis, and prepare analytical papers to inform strategies, policies, and decision-making processes, with attention to gender integration and leave-no-one-behind perspectives. Advise or support national counterparts in drafting technical inputs for constitutions, legislation, and security-sector reforms aligned with international human rights norms. Contribute to developing strategies on protection of civilians, conflict-related sexual violence, and child protection, translating early warning into coordinated responses. Engage in fundraising and resource mobilization activities to advance the Office's goals. Provide guidance to team members to foster professional development and a positive team culture.
Work Experience
A minimum of 5 years of progressively responsible experience in human rights or related fields is required. Relevant experience may include political affairs, public affairs, international relations, law, social sciences, economics, development, or humanitarian affairs. Experience in planning, organizing, and coordinating in a large multi-stakeholder environment and knowledge of regional and international human rights mechanisms are desirable.
