Organizational Context
The United Nations Office on Drugs and Crime (UNODC) in Uganda, funded by Austrian Development Cooperation, is implementing a programme to upgrade criminal justice case management systems. This consultancy role supports Outcome 1.2, focusing on automating and integrating criminal justice procedures through improved information exchange and referral mechanisms.
Job Purpose
This consultancy aims to establish a comprehensive legal, policy, governance, and operational framework to support the secure automation and integration of criminal justice information exchange and referral mechanisms across Uganda's criminal justice chain. The consultant will conduct a thorough review of the existing environment and develop harmonised governance frameworks, legislative and policy recommendations, and Standard Operating Procedures (SOPs). These outputs will directly inform the pilot implementation of the Criminal Justice Information Exchange and Referral System (CJIX-R) in Gulu and Moroto Districts, addressing challenges like fragmented systems, manual processes, and limited interoperability to improve efficiency and access to justice.
Responsibilities
The consultant will be responsible for drafting and submitting an Inception Report detailing the assignment methodology, work plan, and stakeholder engagement strategy. They will conduct and submit a Situational Assessment Report, including a current-state assessment, criminal justice information system review, business process mapping, legal and policy review, and institutional gap/risk analysis with reform recommendations. Additionally, the consultant will draft and submit the Criminal Justice Information Exchange and Referral Governance Framework and Standard Operating Procedures (SOPs). Finally, they will deliver the Final Governance Framework, SOP Manual, Stakeholder Consultation Report, and an Implementation Roadmap for the CJIX-R pilot, outlining governance, phases, monitoring, responsibilities, risks, and sustainability.
Work Experience
A minimum of five years of progressive professional experience in enterprise information systems, digital transformation programmes, or public sector technology reforms is required. Demonstrated experience in business process analysis, re-engineering, enterprise architecture, systems integration, and workflow optimization is also necessary. Experience in designing and implementing large-scale government information systems and interoperable digital platforms is required.
Skills
Advanced university degree in a relevant field. Minimum 5 years of experience in enterprise information systems, digital transformation, or public sector technology reforms. Experience in business process analysis, re-engineering, enterprise architecture, systems integration, and workflow optimization. Proven experience in designing and implementing large-scale government information systems and interoperable digital platforms. Expertise in developing governance frameworks, information exchange mechanisms, interoperability solutions, and SOPs is desirable. Knowledge of information governance, data governance, cybersecurity, digital government, and information-sharing frameworks is desirable.
