International Consultant for Strategic Design and Development of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2028-2032 for Mongolia

Organizational Context

The UN Country Team (UNCT) in Mongolia is developing the United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2028-2032. This framework guides the UN system's collective contribution to national development priorities and the SDGs. The process involves strategic prioritization, Theory of Change development, and results framework formulation, building on lessons learned and country analysis.

Job Purpose

This consultancy provides strategic planning, facilitation, and technical expertise to the UNCT Mongolia in developing the UNSDCF 2028-2032. The role supports strategic prioritization, Theory of Change development, formulation of the Results Framework, and drafting/refinement of the UNSDCF narrative. Key objectives include ensuring coherence between analysis, priorities, and results, and alignment with UNSDCF guidance, SDGs, national frameworks, and UN programming principles. The consultant will facilitate high-level workshops and stakeholder consultations to achieve transformational development results aligned with Mongolia's context and the principle of leaving no one behind.

Responsibilities

Provide strategic planning, facilitation, and technical drafting support for the UNCT Mongolia's UNSDCF 2028-2032 preparation. Key duties include: - Strategic prioritization of UN collective development priorities. - Facilitation of the Theory of Change development process. - Development of the UNSDCF Results Framework. - Drafting and refinement of the UNSDCF narrative. - Ensuring coherence between analysis, priorities, results, and implementation logic. - Supporting alignment with UNSDCF guidance, SDGs, national development frameworks, and UN programming principles. - Facilitating consultations and coordinating feedback from UN agencies and stakeholders. - Delivering an inception note, workshop packages, and a comprehensive workshop report.

Work Experience

A minimum of 10 years of professional experience in strategic planning, sustainable development, policy analysis, or development cooperation is required. Demonstrated experience supporting the preparation of UNSDCFs, UN programming frameworks, or equivalent national development strategies is essential. Experience facilitating high-level workshops and applying systems thinking is also required.
