Organizational Context
The Economic and Social Commission for Western Asia (ESCWA), part of the UN Secretariat, operates under the UN Economic and Social Council. Located in Beirut, this role is within the Decision-Support and Data Science Division (DSDSD), which drives modernization and innovation by providing advanced analytics and secure digital platforms. DSDS supports ESCWA, other UN entities, and Member States, aligning with the UN 2.0 agenda and focusing on operational resilience.
Job Purpose
This role supports the implementation, automation, secure hosting, and optimization of core cloud systems and scalable technology environments to advance strategic initiatives. The Cloud Systems and DevOps Analyst will provide specialized technical expertise in Microsoft Azure, managing infrastructure, CI/CD pipelines, and Infrastructure as Code. A key function involves collaborating with development teams to analyze existing on-premises applications, translate performance metrics into optimized cloud-native Azure resources, and execute the migration of legacy systems from Proxmox to Azure. The goal is to ensure the availability, security, scalability, and performance of enterprise systems, enhancing evidence-based decision-making and organizational efficiency across the region.
Responsibilities
Key responsibilities include deploying, managing, and optimizing enterprise-scale Microsoft Azure cloud resources, ensuring performance, governance, and utilization. This involves administering hybrid virtualization architectures and transitioning virtual machines from on-premises Proxmox to Azure landing zones, while maintaining Windows Server and Linux operating systems in the cloud. The role requires designing, building, and maintaining automated CI/CD pipelines using Azure DevOps for rapid software delivery. Additionally, it involves authoring and maintaining infrastructure as code using Terraform, Bicep, and ARM Templates, and developing PowerShell scripts for system administration automation. Collaboration with development teams to audit applications, gather deployment requirements, and analyze resource utilization for optimal Azure topology is essential. The role also includes managing cloud governance, identity, and security controls, configuring observability with Azure Monitor and Log Analytics, and implementing hardening and best practices.
Work Experience
A minimum of 3 years of professional experience in system administration, IT infrastructure operations, or cloud platforms architecture is required. Demonstrated hands-on experience with Microsoft Azure production environments, building automated CI/CD pipelines, and using Infrastructure as Code tools (Terraform, Bicep, ARM Templates) is necessary. Experience collaborating with development teams on application modernization and migration from on-premises hypervisors to Azure is highly desirable.
