Organizational Context
This position is within the Office of the Chief of Staff at the United Nations Integrated Office in Haiti (BINUH) in Port au Prince. The Programme Officer reports to the Chief of Staff, serving as an operational interface between mission components and support services to ensure strategic and effective program implementation, monitoring, and evaluation.
Job Purpose
The Programme Officer's primary purpose is to ensure the strategic, efficient, effective, and accountable provision of support services for BINUH's program implementation, monitoring, and evaluation. This involves acting as the operational interface between the mission's substantive components and the United Nations Support Office in Haiti (UNSOH) support services. The role contributes to the overall success of BINUH's mandate by facilitating seamless program execution and providing essential administrative and operational support. The officer will develop, implement, and evaluate programs, coordinate cross-functional requirements, manage budget activities, and prepare essential documentation to support mission objectives and decision-making processes.
Responsibilities
Develops, implements, and evaluates assigned programs and projects, monitoring progress and identifying issues for corrective action. Coordinates essential support services across procurement, logistics, IT, transport, finance, budget, human resources, and medical departments. Administers delegation of authority instruments and prepares written outputs such as background papers, analyses, and reports. Provides substantive support for meetings, including agenda preparation and participant identification. Manages budget-related activities, including preparation, submissions, and financial reporting. Collects and analyzes data to identify trends and provide insights for data-driven planning and decision-making. Drafts service level agreements consistent with UN financial policies and procedures. Performs other related duties as required.
Work Experience
A minimum of seven years of progressive experience in project or program management, administration, or a related area is required. Experience with UN budget planning, reporting, internal controls, and relevant policies is essential. Experience in cross-cutting coordination, change management, or transition initiatives is also required. Experience in a conflict or post-conflict setting is necessary. Data analytics experience is desirable.
