Organizational Context

The Political Affairs Officer, based in Port-au-Prince, reports to the Senior Political Affairs Officer and contributes to the mission's mandate.
Job Purpose
The Political Affairs Officer supports the effective implementation of BINUH's mandate to promote political stability and good governance in Haiti. This involves formulating political strategies, developing solutions for political challenges, and analyzing thematic issues like economic development, elections, and security. The role requires building relationships with stakeholders, integrating a rights-based and gender perspective, and providing advice to senior staff. The officer will also manage research, lead a work team, and contribute to the unit's work program and budget, ensuring high-quality analysis and written products.
Responsibilities
Formulate political strategies to implement the mission's mandate on political stability and good governance. Develop strategic direction and propose solutions for political challenges. Identify emerging issues, analyze implications, and recommend strategies. Produce analysis on thematic issues including economic development, elections, and security, highlighting interlinkages. Build and maintain relationships with political and civil society stakeholders, fostering multi-stakeholder partnerships. Integrate a rights-based, conflict-prevention, and gender perspective into unit activities. Draft briefing notes, talking points, and speeches, advising senior staff on political, social, economic, and outreach matters. Manage, coordinate, and supervise research on political issues, ensuring high-quality analysis. Lead and direct a work team, including planning, mentoring, and staff evaluation. Formulate the unit's work program, budget, and medium-term plan.
Work Experience
A minimum of seven years of progressive experience in political affairs, international relations, law, economics, development management, conflict resolution, or public affairs is required. Experience in a conflict or post-conflict setting with international organizations is essential. Experience supporting political processes in transition settings and providing political analysis on economic and governance issues is desirable.
