Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. This role supports the "Paraguay + Verde" project, a joint initiative by UN-REDD agencies to reduce CO2 emissions through sustainable forest and agricultural practices. The consultant will work with the Ministry of Environment and Sustainable Development (MADES) in Paraguay.
Job Purpose
This consultancy aims to strengthen Paraguay's institutional capacity for regulating the carbon market, specifically within the Agriculture, Forestry, and Other Land Use (AFOLU) sector. The consultant will technically evaluate various carbon credit methodologies (VCS, GS, CERCARBONO, BCR, Article 6.4, CDM) to ensure environmental integrity, additionality, permanence, and accurate quantification. This work is crucial for Paraguay's participation in international climate finance mechanisms, aligning with the National Strategy for Forests and Sustainable Growth (ENBCS) and supporting the country's commitments under Article 6 of the Paris Agreement.
Responsibilities
The consultant will conduct technical evaluations of AFOLU sector methodologies from various standards (VCS, Gold Standard, CERCARBONO, BCR, Article 6.4, CDM). This includes assessing robustness in baselines, additionality, permanence, leakage, quantification, and double accounting risks. Specific tasks involve analyzing methodologies for fire, pest, and land-use change risks, evaluating buffer and insurance mechanisms, and assessing applicability to Paraguay's context. The consultant will also identify technical gaps, develop criteria for additionality and double accounting prevention, and create a technical verification guide for MADES. A consolidated technical report with a risk and integrity dashboard and recommendations will be produced, serving as input for legal analysis.
Work Experience
A minimum of 2 years of professional experience in the environmental, forestry, or carbon market methodologies sector is required. Experience in evaluating technical methodologies for mitigation projects is essential.
Skills
Proficiency in Spanish is required; basic English is also needed. Strong skills in data analysis and productivity software (e.g., Excel, LibreOffice Writer) are necessary. Competencies include professionalism, judgment, planning, time management, efficiency, stress management, collaboration, and seeking input.
