Programme Management Officer (temporary)
Organizational Context
This position is within the Programme Management Unit (PMU) of the Corruption and Financial Crime Branch (CFB), Division for Treaty Affairs (DTA), at the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The role reports to the Programme Management Officer leading the PMU and operates under the overall guidance of the Chief of the Branch, contributing to UNODC's mandate.
Job Purpose
The Programme Management Officer is responsible for managing the results-based planning, monitoring, and reporting of the Corruption and Financial Crime Branch's (CFB) overall program, including both regular budget and extrabudgetary activities. This involves fostering relationships with key donors, preparing and overseeing agreements with implementing partners, and contributing to the implementation of anti-corruption initiatives. The role supports Member States in strengthening frameworks to prevent, detect, investigate, and respond to corruption and financial crime, aligning with international standards like UNCAC. The incumbent will ensure accurate and timely reporting, enhance data management tools, and provide substantive input for strategic planning and project development, ultimately supporting states and societies in their anti-corruption efforts.
Responsibilities
Manage results-based planning, monitoring, and reporting for the CFB's programme, encompassing regular budget and extrabudgetary activities. Oversee donor relationship management, prepare and manage agreements with implementing partners, and monitor their performance. Contribute to the implementation of anti-corruption initiatives and extrabudgetary financed activities. Ensure information management processes support high-quality reporting and documentation. Gather and organize data and evidence to support reported activities and outcomes. Maintain and enhance methodologies for monitoring, reporting, and evaluation. Collect and analyze data to support results-based management and strategic priority setting. Ensure timely narrative reporting to corporate requirements and donors. Contribute to the development of theories of change, logical frameworks, and project work plans. Provide substantive input to strategic planning and reporting. Support the preparation and conduct of evaluations. Prepare various written outputs, including background papers and reports. Collect and analyze data to identify trends and provide insights using data visualization methods.
Work Experience
A minimum of five years of progressively responsible professional experience in project or programme management, including results-based planning, monitoring, evaluation, and reporting in rule of law or anti-corruption fields is required. Three years of experience in data collection, management, and advanced analysis is necessary. Three years of experience in preparing, negotiating, and managing agreements with implementing partners is also required. Experience in donor relationship management and developing/managing digital monitoring applications is desirable.
