The United Nations Office on Drugs and Crime (UNODC) Border Management Branch (BMB) provides targeted technical assistance to Member States in border management. This role supports BMB's efforts to combat organized crime and enhance border security through a structured, chain-of-custody approach, prioritizing early detection, interception, and post-seizure investigations.
Job Purpose
This role is to develop comprehensive technical training content on Radiation and Nuclear (R/N) Risk Profiling and Targeting for law enforcement units. The expert will serve as a trainer for in-person delivery of this training in Malaysia and Indonesia. The purpose is to enhance the capabilities of these units in identifying, preventing, and responding to R/N threats, as well as other cross-border crimes. This initiative aligns with UNODC's commitment to building sustainable border management capacity and international security frameworks like UNSCR 1540.
Responsibilities
Develop comprehensive technical training content for R/N Risk Profiling and Targeting, including modules, presentations, exercises, case studies, and participant materials. Deliver and support the R/N Risk Profiling and Targeting training in Malaysia and Indonesia, facilitating practical exercises and providing technical guidance. Submit post-training reports summarizing activities, engagement, findings, recommendations, and lessons learned for each training exercise. Provide technical input for training slide decks, assessments, and other materials covering awareness, identification, prevention, and response strategies related to R/N threats.
Work Experience
A minimum of 10 years of relevant border management and law enforcement experience is required. Experience in training law enforcement officers in an international setting is essential. Proven experience with the use and deployment of risk profiling and targeting equipment is necessary. Experience with UN or other international organizations is desirable.
Skills
Expertise in R/N threat environments, operational border management, and adult learning design. Strong interpersonal and communication skills, including tact in inter-cultural communication. Experience dealing with national and regional counterparts from diverse cultural backgrounds. Understanding of criminal networks in Asia and Africa is desirable. Experience developing training modules/curriculum with international organizations is desirable.
