Organizational Context
This Mission Planning Officer (Data Management) position is within the Office of the Mission Chief of Staff at the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), based in Bangui. The role reports to the Mission Chief of Staff through the Head of the Joint Mission Planning Unit, contributing to strategic planning and operational decision-making.
Job Purpose
The Mission Planning Officer (Data Management) is responsible for leading the collection, consolidation, and harmonization of mission-wide data to support the Office of the Chief of Staff. This includes ensuring data quality, integrity, and governance through validation, structuring datasets, and establishing metadata standards. The role provides technical support for data architecture and interoperability, develops data systems and dashboards for visualization and analysis, and translates complex data into actionable insights for senior leadership. Key contributions involve strengthening data governance, improving data flows, building data literacy across the mission, and ensuring the ethical and confidential use of information, ultimately enhancing evidence-based decision-making and operational effectiveness.
Responsibilities
Lead the collection, consolidation, and harmonization of mission-wide data, maintaining a central data repository for the Chief of Staff's office. Ensure data quality, integrity, and governance by validating datasets, defining standards, and promoting best practices. Provide technical support to strengthen data architecture and interoperability across mission platforms. Develop and maintain data systems, tools, and dashboards for effective visualization, analysis, and dissemination to support strategic decision-making. Translate data into actionable insights for senior leadership, identifying progress, gaps, and risks. Strengthen data governance and coordination across the mission, improving data flows and accountability. Build capacity and promote data literacy through training and guidance. Ensure data protection, confidentiality, and ethical use of information in line with UN policies. Monitor and improve data processes and performance, introducing innovative approaches.
Work Experience
A minimum of five years of progressive experience in programme management, strategic planning, data analysis, or information management is required. Experience in data governance, quality assurance, database management, and handling sensitive information is essential. Experience with advanced data analytics, emerging technologies like AI, and developing data visualization tools is also required. Experience in multidisciplinary teams and international organizations is desirable.
