Organizational Context

The United Nations Secretariat, specifically the Resident Coordinator System, is seeking a consultant to evaluate the UN Sustainable Development Cooperation Framework (UNSDCF) for Burundi (2023-2027). This role is based in Bujumbura and involves assessing the framework's relevance, coherence, effectiveness, efficiency, and sustainability in alignment with national development priorities and global goals.

Job Purpose

The primary purpose of this consultancy is to conduct a comprehensive evaluation of the UNSDCF 2023-2027 in Burundi. This involves assessing its strategic alignment with national development plans, the SDGs, and Agenda 2063, as well as its effectiveness and efficiency in achieving expected results. The role will examine the integration of cross-cutting principles like human rights, gender equality, and leaving no one behind. The consultant will identify lessons learned, best practices, and innovations to inform the design of the next cooperation framework, ultimately aiming to strengthen the relevance, impact, and added value of UN support in Burundi through strategic and operational recommendations to the government, UN system, and partners.

Responsibilities

The consultant will lead and coordinate a multidisciplinary team, including national consultants, ensuring quality control and adherence to ethical guidelines. Responsibilities include developing the Inception Report with a clear theory of change and evaluation matrix, designing data collection methodologies, and structuring interview guides. The role requires evaluating the performance, relevance, coherence, efficiency, and sustainability of UN actions related to strategic priorities, particularly in governance and economy. A key duty is analyzing partnerships, resource mobilization strategies, and the effectiveness of the UN's "Delivering as One" approach, including coordination mechanisms. The consultant will also draft and finalize the evaluation report, prepare a synthesis note, and deliver a presentation summarizing findings and recommendations for the next UNSDCF cycle.

Work Experience

Requires at least 10-12 years of proven international experience in conducting complex strategic evaluations of development programs, specifically UNDAF/UNSDCF evaluations. Demonstrated experience as a leader of multidisciplinary evaluation teams is essential. In-depth expertise in public governance, macroeconomic reforms, decentralization, and regional integration in sub-Saharan Africa is highly valued, with experience in Burundi or the Great Lakes region being a significant advantage.
