Consultant for Disaster Risk Reduction (DRR) and Early Warning Coordination in Djibouti

Organizational Context

The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster reduction efforts and ensuring synergies. This consultancy supports the CREWS project in Djibouti, aimed at strengthening multi-hazard early warning capabilities for the Djibouti government, aligning with the UN Secretary-General's Early Warnings for All initiative.

Job Purpose

This consultancy aims to optimize multi-hazard early warning (MHEW) capabilities in Djibouti, enabling the government to effectively use climate and risk data for community protection and disaster impact mitigation. The role will support the coordination and implementation of UNDRR's CREWS project, ensuring alignment with other disaster risk reduction and early warning activities. The consultant will work home-based, collaborating closely with national authorities and UNDRR's Regional Office for the Arab States to reinforce the national early warning systems initiative and enhance disaster risk knowledge and coordination mechanisms.

Responsibilities

The consultant will coordinate CREWS Djibouti project activities, collaborating with UNDRR ROAS, SEGRC, and other partners. This includes supporting the national coordination mechanism for Early Warnings for All and providing substantive support for disaster risk reduction policy coordination. The role involves organizing and facilitating workshops, trainings, and meetings, as well as regular coordination and monitoring meetings with relevant partners and the CREWS project Steering Committee. The consultant will also support data and risk analysis activities, assist in establishing a situation room through knowledge exchange, and contribute to the organization of simulation exercises. Additionally, the consultant will prepare project reports, concept notes, and other written outputs, and provide support for consultative meetings and events.

Work Experience

A minimum of five years of progressive experience in disaster risk reduction and early warning systems, working with multiple partners, is required. Three years of experience in project coordination, consultations, and event organization is also necessary. Confirmed expertise in risk and disaster management at the national level is essential. Experience in managing disaster risk data sets and understanding risk analysis is desired. Proficiency in Microsoft Office applications is required.
