Programme Management Officer, Administration (Fixed Term Limited)
Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes socially and environmentally sustainable towns and cities, serving as the UN system's focal point for urbanization and human settlement matters. This Fixed Term Limited position is within the Human Resources Management Section, Corporate Management Division, focusing on non-staff personnel support globally. The role reports to the Chief of Section.
Job Purpose
This role supports UN-Habitat's mandate by contributing to strategic workforce planning, organizational reform, and the development of cooperation frameworks. The Programme Management Officer, Administration will conduct consulting assignments, analyze data for decision-making, and prepare various reports and written outputs. Key contributions include fostering staff mobility, managing non-staff personnel administration, coordinating budget and funding activities, and facilitating knowledge sharing across global offices. The position aims to enhance operational efficiency and support UN-Habitat's strategic objectives in areas like housing, climate action, and crisis response through effective administrative and management practices.
Responsibilities
Participate in designing and reviewing medium- to long-term workforce plans aligned with UN-Habitat's strategic goals, including housing, climate action, and crisis response. Conduct consulting assignments, facilitating workshops and developing action plans. Research and analyze information to support restructuring and reform initiatives, assessing impacts and recommending mitigation measures. Assist in drafting and reviewing cooperation frameworks, such as MoUs and personnel agreements. Drive initiatives to promote staff mobility and career development across all duty stations. Prepare diverse written outputs, including background papers, reports, and publications. Provide substantive support to staff and non-staff personnel, conducting outreach and knowledge-sharing sessions. Lead or participate in field missions, guiding consultants and managing non-staff personnel administration (recruitment, contracts, payments, separations). Coordinate budget and funding activities, including programme/project preparation and reporting. Analyze data using visualization methods to support planning, decision-making, and reporting.
Work Experience
A minimum of five years of progressive experience in project/programme management, human resources, or organizational development is required. Three years of supervisory experience is also required. Experience handling non-staff personnel (consultants, contractors) and in non-governmental organizations supporting UN regional/country offices is desirable. Experience in data analytics is also desirable.
