Organizational Context
The United Nations Relief and Works Agency (UNRWA) is a UN body mandated to assist and protect approximately 5.8 million registered Palestine refugees across the Middle East. Its mission is to support their human development potential pending a just solution to their plight. UNRWA operates extensive services including education, health, and social services, making it the largest UN operation in the region. This role is within the Relief and Social Services Programme.
Job Purpose
This role is responsible for the technical and administrative supervision of relief and social services programs within a specific area. The incumbent will oversee the implementation of assistance programs, such as the Social Safety Net (SSN) and emergency aid, ensuring compliance with established criteria and operating instructions. Key functions include approving family enrollments, serving on appeals committees, preparing priority lists for assistance, and monitoring distribution processes. The role also involves coordinating with various departments and external partners to ensure efficient and holistic support for beneficiaries, representing the Relief and Social Services Programme at the area level, and managing assigned teams. The purpose is to ensure the effective delivery of essential services to Palestine refugees.
Responsibilities
Supervise and control the implementation of Social Safety Net (SSN) assistance and emergency programs, ensuring adherence to criteria and operating instructions. Approve enrollment of refugee families in the SSN program and act as technical reference for the SSN appeals committee. Prepare priority lists for assistance, including cash aid and shelter rehabilitation. Conduct site visits and review family files to ensure data reliability, proper documentation, and confidentiality. Monitor and follow up on the distribution of social transfers and emergency aid. Plan and coordinate with relevant staff for timely and efficient delivery of assistance. Provide administrative and logistical support to registration teams. Promote integrated social intervention activities and ensure beneficiary needs are addressed. Represent the Relief and Social Services Programme in emergencies and coordinate with other UNRWA programs and local organizations. Hold regular meetings with staff for coordination and development. Act as a focal point for refugee inquiries and petitions, and manage RSSD premises.
Work Experience
A minimum of five years of relevant experience in relief services and/or social development programs is required. This includes at least three years in a supervisory or management level role, preferably within a similar program. Experience in functions related to the responsibilities outlined is essential.
