Organizational Context

The United Nations Conference on Trade and Development (UNCTAD) seeks a consultant to enhance the capacity of Caribbean Small Island Developing States (SIDS) in producing maritime trade statistics. This role supports national statistical offices and government agencies in compiling crucial data on seaborne trade and marine fishing emissions.

Job Purpose

The purpose of this consultancy is to guide and assist government experts in Barbados and Belize in establishing a robust statistical production system for maritime trade and marine fishing CO2 emissions. This involves compiling detailed statistics on imports and exports by sea, including transport work, costs, fuel consumption, and emissions. The role also focuses on generating data for marine fishing output, fleet size, and associated emissions. The consultant will contribute to the development and refinement of compilation guidelines, ensuring accurate and comprehensive data collection to support policy-making and environmental monitoring within the Caribbean SIDS.

Responsibilities

Guide and assist government experts in Barbados and Belize in setting up a statistical production system for seaborne trade and marine fishing CO2 emissions. Compile annual statistics on goods imports and exports by sea, detailing value, volume, transport work, shipping time, costs, fuel consumption, and CO2 emissions. Analyze data by trading partner, commodity group, vessel type, and trader characteristics. Compile statistics on marine fishing output, fleet size, and CO2 emissions, broken down by species, vessel type, propulsion, and fishing method. Participate remotely in national taskforce meetings on Greenhouse Gases (GHG) emission statistics. Incorporate insights and tools into the project's Compilation Guidelines.

Work Experience

Requires at least 3 years of experience in processing and geo-spatial analysis of environmental data. Experience in processing and analyzing high-volume international trade data, vessel voyages (AIS/VMS), and emissions is necessary. Experience in capacity building for developing countries, particularly Caribbean SIDS, is desirable.
