Organizational Context
This Programme Management Assistant position is based in Bishkek, Kyrgyzstan, within the OHCHR Regional Office for Central Asia (ROCA). Job Purpose
The Programme Management Assistant plays a crucial role in supporting the planning, preparation, and coordination of medium-sized, complex programme and project initiatives within the OHCHR Regional Office for Central Asia. This involves monitoring project proposals, ensuring compliance with procedures, and managing administrative aspects of implementation. The role serves as a key liaison for coordinating activities such as personnel recruitment, travel arrangements, payments, and procurement. By compiling data, drafting reports, and providing essential office support, the Assistant ensures the smooth operational functioning of programmes, identifies potential issues like budget overruns, and contributes to the overall efficiency and delivery of project objectives. The position also involves providing guidance to junior staff, ensuring continuity and adherence to standards.
Responsibilities
The Programme Management Assistant is responsible for coordinating programme and project planning and preparation, monitoring proposals, and ensuring documentation compliance. This includes reviewing project documents, cost plans, and budgets for accuracy and adherence to regulations. The role involves managing budget revisions, verifying fund availability, and processing necessary approvals. As a focal point for administrative coordination, the Assistant liaises with various units to facilitate recruitment, travel, training, payments, and procurement. Responsibilities also include compiling project delivery data, drafting status reports to highlight shortfalls or overruns, and preparing correspondence and periodic reports. Additionally, the Assistant provides general office support, handles inquiries, manages correspondence and files, organizes meetings, and offers guidance to junior staff.
Work Experience
A minimum of five years of experience in programme or project administration, technical cooperation, or a related field is required. This requirement is reduced to three years for candidates holding a first-level university degree or higher. Experience with Enterprise Resource Planning (ERP) systems, such as Umoja, for at least one year is desirable.
Skills
Proficiency in programme/project administration, implementation, and budgeting. Strong organizational and planning abilities. Effective teamwork and collaboration skills. Ability to compile and present data, draft reports, and manage correspondence. Experience with ERP systems is desirable. Fluency in English and Russian is required; Kirghiz is desirable.
