Georgian National Consultant - Digital Governance for Integrated and Smart Power Grids
Organizational Context
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in collaboration with UNECE and ESCWA, is implementing a project to develop digital governance frameworks for integrated and smart power grids in six countries. This consultancy supports Georgia's efforts to modernize its power sector, addressing challenges like aging infrastructure and fragmented digitalization, to enable effective and inclusive digital transformation.
Job Purpose
This consultancy aims to provide nationally grounded technical and analytical support for the development, validation, and initial application of a country-specific digital governance framework for Georgia's power sector. The role contributes to the effective and inclusive digital transformation of integrated and smart grid systems, aligning with national development priorities and international best practices. The consultant will facilitate stakeholder consultations, draft key documents, and ensure the practical implementability of proposed frameworks and toolkits, ultimately enhancing the reliability, transparency, and resilience of Georgia's energy system.
Responsibilities
The consultant will lead national-level mapping and diagnostic assessments of digitalization efforts, regulatory frameworks, and institutional capacities within Georgia's power sector. This includes conducting desk reviews and stakeholder consultations to identify gaps and opportunities. The consultant will draft and refine a country-specific digital governance framework, incorporating feedback and ensuring cross-country consistency. Additionally, they will prepare national inputs for international meetings and support the design and delivery of national capacity-building workshops for policymakers, regulators, and utilities. The role also involves drafting and validating country-specific inputs for a digital governance toolkit and implementation guidance.
Work Experience
At least 5-7 years of relevant professional experience in the energy sector is required, including policy analysis, regulatory frameworks, institutional assessments, or digitalization initiatives in Georgia. Experience working with government institutions and utilities is essential. Experience with smart grids, digital governance, or power sector reform is considered an asset.
