Organizational Context
The UN Secretariat's reform aims to enhance the UN Development System's effectiveness in achieving the 2030 Agenda and SDGs. Resident Coordinator Offices (RCOs), led by empowered UN Resident Coordinators, support countries in reaching development priorities. This Development Coordination Officer role provides management expertise and strategic guidance to RCOs, focusing on inter-agency collaboration and coordination for development results in crisis contexts, supporting the UN Sustainable Development Cooperation Framework (UNSDCF).
Job Purpose
This role serves as a global roving capacity within the Resident Coordinator System (RCS), pre-positioned regionally for rapid deployment to RCOs and UN Country Teams during significant developments. The officer strengthens coordination, analysis, and reporting capacities, particularly in crisis contexts, to support UNSDCF implementation and other RCS priorities. Key functions include providing strategic guidance to the RC and UNCT on the 2030 Agenda, facilitating partnerships and resource mobilization, coordinating efficiency initiatives, managing knowledge and capacity development, and leading RCO management to ensure effective support for development results. The role requires close collaboration with various stakeholders and may involve acting as Head of RCO a.i., with frequent deployments to RCOs for surge capacity support.
Responsibilities
The Development Coordination Officer provides strategic guidance to the Resident Coordinator (RC) and UN Country Team (UNCT) for effective UN support towards the 2030 Agenda and UNSDCF implementation, especially in crisis contexts. This includes articulating a strategic vision, developing policy recommendations, and ensuring effective support for UN repositioning. The role facilitates partnerships and joint resource mobilization for the UNSDCF, coordinates the roll-out of efficiency agendas like the Business Operations Strategy, and manages knowledge management and capacity development activities. Additionally, the officer leads RCO management, ensuring efficient coordination support, supervising staff, managing resources, and fostering an environment conducive to innovation and results aligned with the 2030 Agenda. The position also involves contributing to crisis-related reporting and potentially acting as Head of RCO a.i.
Work Experience
A minimum of seven years of progressively responsible experience in strategic planning, sustainable development policy, project/programme management, and coordination is required. Seven years of experience in knowledge management and reporting on development policies is also required. Experience in inter-agency coordination, especially during crises, and in knowledge management/reporting for evolving contexts is desirable.
