The UN Secretariat's Department of Economic and Social Affairs (DESA) supports Small Island Developing States (SIDS) through the Data for SIDS (DATAS) initiative. This initiative aims to strengthen national statistical systems to produce and disseminate better data for decision-making. Comoros, through its National Institute of Statistics and Economic and Demographic Studies (INSEED), is participating in DATAS, focusing on improving fisheries-related data.
Job Purpose
This consultancy aims to strengthen Comoros' national statistical system's capacity to produce, validate, analyze, and utilize high-quality fisheries-related data and indicators. The role will support timely, evidence-based decision-making for the fisheries sector by developing a data catalogue and profile report. It involves assessing existing data collection mechanisms and platforms, making recommendations for improvement, and enhancing the compilation of key indicators like SDG 14.4.1 and fishing efforts. The consultant will also contribute to building national capacity for data generation, updating, and institutionalization, aligning with global standards and national priorities.
Responsibilities
Develop a concept note detailing methodology, schedule, and key data providers for the fisheries data catalogue. Assess data collection methodologies and tools for consistency and comparability, aligning with SDG and FAO standards. Identify stakeholders within the national statistical system involved in data production and document reporting challenges. Inventory available fisheries data sources, assess their relevance and quality, and develop profiles for each. Evaluate current data collection mechanisms and platforms, recommending improvements for completeness, accuracy, timeliness, and disaggregation. Draft and finalize a fisheries data catalogue and profile report, incorporating stakeholder feedback. Develop capacity for calculating and estimating fisheries-related indicators, particularly SDG 14.4.1 and fishing efforts. Review and propose enhancements for data sharing among stakeholders. Provide recommendations on data collection mechanisms and preferred national platforms, including practical steps for building national capacity.
Work Experience
Requires five years of experience in data analysis and/or data management. Experience working with national statistical systems, particularly with environmental data, is mandatory. Experience with data disaggregated by geography, sex, and specific population groups for sustainable development is also required. Experience related to measuring economic activity, environmental change, or fisheries-related data is desirable.
