Organizational Context
The United Nations Youth Office, within the UN Secretariat, is a dedicated entity for youth affairs. This role reports to the Chief of Staff and is guided by the Assistant Secretary-General on Youth Affairs. The office focuses on fostering meaningful engagement of youth in UN work and strengthening outreach to marginalized youth.
Job Purpose
This Chief of Section role serves as a key advisor to the Assistant Secretary-General on Youth Affairs, focusing on strategic partnerships, advocacy, and communication for the UN Youth Office. The purpose is to develop and implement strategies that promote inclusive youth engagement in UN processes, forge innovative partnerships, and lead communication efforts with a youth-friendly approach. This includes championing youth solutions, supporting youth participation in decision-making, conducting research, and utilizing data and technology to enhance outreach and present findings effectively. The role ensures the Section's work aligns with UN strategies and mandates, contributing to the overall mission of empowering youth globally.
Responsibilities
Provide policy guidance to the Assistant Secretary-General on strategy development and implementation for youth engagement and partnerships. Oversee the Section's activities, including advocacy initiatives, fostering dialogues, and supporting youth participation in UN decision-making. Manage and coordinate the Section's work program, ensuring timely delivery of high-quality outputs and substantive reviews. Contribute to reports for intergovernmental bodies and ensure adherence to mandates and quality standards. Prepare work program inputs, allocate resources, and manage programmatic/administrative tasks, including budget preparation and performance monitoring. Participate in recruitment, manage, guide, and develop staff, fostering teamwork and communication. Represent the UN Youth Office in inter-agency meetings and participate in international forums, providing expertise on youth-related issues.
Work Experience
A minimum of ten years of progressive experience in administration, budget, finance, or human resources management is required. Ten years of experience in formulating and implementing youth-specific advocacy campaigns and five years of international experience in youth-focused programs are also required. Experience in leading resource mobilization and managing public partnerships is desirable.
