The United Nations Environment Programme (UNEP) Latin America and the Caribbean Office (LACO) is implementing a Regional Readiness Proposal focused on Capacity Building in Carbon Markets and Article 6. Job Purpose
The Carbon Markets and Article 6 Consultant for Costa Rica will play a crucial role in advancing the country's readiness for carbon markets and Article 6 of the Paris Agreement. This involves providing technical input and facilitating reviews for Costa Rica's roadmap and national protocol for the exchange of mitigation outcomes. The consultant will also facilitate stakeholder participation in regional knowledge exchange events, strengthening technical capacities and promoting engagement with Article 6 mechanisms. Furthermore, the role supports the identification and assessment of private sector projects to catalyze climate finance, contributing to the development of robust transparency frameworks and the overall implementation of climate commitments under the Paris Agreement.
Responsibilities
Provide technical input and timely revisions to Costa Rica's roadmap for implementing carbon markets and Article 6, ensuring active review by national focal points and detailing feedback in monthly reports. Facilitate the participation of national stakeholders in regional knowledge exchange events, analyzing participation quantitatively by gender, affiliation, and inclusion of local and indigenous communities. Offer technical input and revisions to the national protocol for the exchange of mitigation outcomes, managing feedback from national focal points. Support the consulting firm in gathering local information on the private sector for dissemination of Article 6-related reports and guidelines. Collaborate with the consulting firm to identify and analyze potential emission reduction projects, assessing alignment with NDCs. Provide technical input for project selection and pre-feasibility studies to advance carbon markets and Article 6 mechanisms.
Work Experience
Requires four years of experience in environmental policy, climate change, environmental sciences, environmental economics, climate policy, or related research fields. Two years of experience in stakeholder engagement within public institutions is desirable. Knowledge of carbon markets and Article 6 is also desirable.
Skills
Excellent understanding of global and national climate change issues, particularly transparency and carbon markets. Knowledge of climate change mitigation and adaptation planning, and intergovernmental negotiations. Professionalism, teamwork, and planning/organizing skills are essential. Fluency in Spanish and desirable English proficiency.
