HUMAN RIGHTS OFFICER / INVESTIGATOR P3 - Five positions - (Temporary Job Opening)

Organizational Context

These positions are within the Independent International Commission of Inquiry on Ukraine (IICIU), based in Vienna, Austria. The role operates under the direct supervision of the Investigation Team Leader and the overall supervision of the Coordinator of the IICIU Secretariat, fulfilling mandates set by Human Rights Council Resolutions.

Job Purpose

The Human Rights Officer (Investigator) is responsible for researching, collecting, and analyzing information related to human rights and international criminal law to support the mandate of the Independent International Commission of Inquiry on Ukraine. This involves conducting investigations, including interviews with victims and witnesses, to corroborate allegations of violations. The role requires monitoring trends, employing investigative tools, identifying perpetrators, and ensuring the protection of witnesses and the secure preservation of evidence. A key aspect is the integration of gender perspectives throughout the investigative process and contributing to official reports.

Responsibilities

Conduct comprehensive research, collection, and analysis of information and documentation concerning human rights and international criminal law matters as required by the mandate. Propose investigative methods and tools under the guidance of the Investigation Team Leader. Execute investigations, including conducting interviews with victims and witnesses, to gather information and corroborate alleged violations. Monitor trends and patterns of violations, utilizing mapping and multi-source tools, including open-source intelligence and satellite imagery, for incident geolocation and material authenticity assessment. Identify alleged perpetrators based on established information gathering methods. Participate in and organize missions to relevant sites. Ensure the protection of victims and witnesses, adhering to the 'do no harm' principle and utilizing survivor pathways. Safeguard and preserve all investigation-related information and documentation. Conduct preliminary analysis of gathered information and draft analytical documents, including gender analysis. Provide inputs and draft relevant sections for the IICIU report, ensuring gender-sensitive approaches are integrated throughout all stages.

Work Experience

A minimum of five years of progressively responsible work experience in human rights is required. Additionally, a minimum of two years of experience conducting investigations into violations of international human rights law and/or international criminal law is necessary. Experience working in or concerning the region is desirable.

Skills

Proficiency in international human rights law, international humanitarian law, and international criminal law. Strong research, analytical, and problem-solving skills. Ability to identify and address human rights issues. Experience in data collection, information analysis, and report drafting. Competence in evaluating and integrating multi-source information.
