Organizational Context
The UN Secretariat, specifically UNRWA's Information Management department in Headquarters Amman, is seeking a Technical Business Analyst. This role supports the Agile delivery of an Electronic Medical Records (EMR) system, acting as a key liaison between healthcare stakeholders, the EMR vendor, and internal technical teams to ensure successful system implementation and alignment with UNRWA's strategic objectives.
Job Purpose
The purpose of this role is to serve as the primary link between healthcare stakeholders, the EMR vendor, and internal technical teams to ensure the successful delivery of the Electronic Medical Records (EMR) system. The Business Analyst will elicit, analyze, document, and validate requirements, conduct business process analysis, and develop functional specifications. This role contributes to translating business needs into high-quality, user-centered digital health solutions that align with UNRWA’s operational and clinical workflows and support strategic objectives. The role also involves supporting solution design, coordinating validation activities like SIT and UAT, and resolving functional issues throughout the project lifecycle.
Responsibilities
Key responsibilities include eliciting, analyzing, validating, and documenting business, clinical, operational, and technical requirements, translating them into functional specifications, user stories, and acceptance criteria. The role involves analyzing current workflows, recommending improvements, and identifying functional gaps. Supporting Agile delivery, the incumbent will manage and prioritize the product backlog, refine user stories, and facilitate Scrum events. Responsibilities extend to coordinating with the EMR vendor, reviewing deliverables against requirements, and managing defects. The role also includes developing test strategies and plans, coordinating various testing phases (SIT, UAT), and supporting implementation, training, and user adoption activities. Additionally, the incumbent will prepare and maintain project documentation, reports, and presentations for governance bodies.
Work Experience
A minimum of six years of relevant professional experience is required, including technical business analysis, digital transformation, software implementation, or information systems projects. Demonstrated hands-on experience across the system development lifecycle is essential. Strong practical experience with Agile/Scrum delivery and product backlog management is necessary. Experience in developing user stories, functional specifications, process flows, and test cases, as well as coordinating vendors and system testing, is crucial. Experience with EMR or healthcare information systems is strongly preferred.
