Job Purpose
The primary purpose of this consultancy is to conduct a comprehensive technical assessment of interoperability between UNRWA's Electronic Medical Record (EMR) system and Jordan's national health information ecosystem. This involves analyzing existing UNRWA digital health architecture, evaluating Jordanian health information systems, and assessing international digital health standards. The role will provide technical input on data governance and legal considerations, identify risks, and develop a costed, phased roadmap for integration. The ultimate goal is to facilitate secure, sustainable, and compliant data exchange, supporting UNRWA's EMR implementation.
Responsibilities
Conduct a comprehensive technical assessment of UNRWA's Digital Health System and its interoperability with Jordan's national health information ecosystem. Review UNRWA's current EMR system architecture, workflows, and reporting. Analyze Jordan's national health information systems, including architecture, data standards, APIs, and governance structures. Evaluate international digital health interoperability standards (e.g., HL7, FHIR) and data exchange mechanisms. Provide technical input on legal and regulatory aspects of data governance and sharing. Identify technical, operational, institutional, and cybersecurity risks and propose mitigation strategies. Develop a costed, phased implementation roadmap for integration, including resource requirements and timelines. Engage with stakeholders professionally for information gathering.
Work Experience
A minimum of ten years of relevant professional experience is required, with a focus on digital health or health information systems. Demonstrated experience in EMR implementation or interoperability projects, working with government health systems, and specifically with Jordanian health systems (e.g., Hakeem, JCDC, MoH HMIS) is essential. Experience in technical feasibility studies and knowledge of health data standards are also required.
