The United Nations Environment Programme (UNEP) is the leading global environmental authority. This role sits within UNEP's Climate Change Division, Mitigation Branch, GEF Mitigation Unit in Paris. The unit focuses on promoting sustainable patterns of consumption and production, efficient resource use, and sound chemical management.
Job Purpose
This consultancy aims to provide essential support to the Global Environment Facility (GEF) portfolio of Climate Change Mitigation projects, encompassing both project development and implementation. The role will specifically focus on advancing key initiatives such as the E-Mobility GEF-8 and Net-Zero Nature-Positive Accelerator Integrated Program, for which UNEP serves as the GEF Lead Agency. Additionally, the position will contribute to the development of GEF-8 and GEF-9 global programs, including the Sustainable Cities Impact Program, Global Food Waste project, and the Nature for Cooling Challenge, while also supporting GEF9 pipeline development in Europe and Central Asia.
Responsibilities
Key responsibilities include reviewing and finalizing submission packages for GCF concept notes and GEF PIFs, PFDs, and CEO Endorsement requests. The role involves providing input to UNEP and GEF review processes, addressing comments, and contributing to Project Preparation Grant (PPG) processes. This includes preparing documentation for the internalization of CEO-endorsed projects and reviewing progress and financial reports of ongoing projects. The consultant will also compile and review reports for Mid-Term or Terminal Reviews and Evaluations, provide input for GCF Full Proposals, and coordinate the Unit’s input for Integrated Programme Management Reports (IPMR), including quality assurance and report preparation. Liaising with relevant UNEP stakeholders is also a key duty.
Work Experience
A minimum of 2 years of technical/evaluation experience is required, preferably including experience with large, regional, or global programs and using a Theory of Change approach. Experience with GEF projects and/or UNEP projects is an asset. A good understanding of the buildings and construction sector is desirable.
Skills
Excellent writing, analytical, and research skills. Good understanding of GEF project cycle and policies. Experience with GEF and/or UNEP projects. Understanding of the buildings and construction sector is desirable. Fluency in English is required; knowledge of Spanish and/or French is desirable.
