Humanitarian Affairs Officer / Accountability and Impact Team (AIT) Liaison
Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA) within the UN Secretariat coordinates humanitarian actors for effective emergency response. OCHA's mission is to mobilize and coordinate principled humanitarian action, advocate for those in need, and promote preparedness. This role is within the Crisis Response Division in Beirut, Lebanon, working closely with the Head of the Humanitarian Finance Unit.
Job Purpose
The Humanitarian Affairs Officer/AIT Liaison is responsible for monitoring and analyzing humanitarian developments in assigned areas that may impact the Humanitarian Financing Unit (HFU). This role involves organizing studies, supporting policy development, and participating in complex projects like disaster assessments. The incumbent will coordinate international humanitarian assistance, draft situation reports, and ensure donor contributions are used effectively. A key aspect is serving as the primary focal point for Accountability and Impact Team (AIT) management, liaising with various stakeholders, and providing advice on humanitarian principles and effective assistance delivery. The role also includes data analysis for planning and decision-making, and potentially supervising junior staff.
Responsibilities
Monitor, analyze, and report on humanitarian developments and emergency situations impacting the Humanitarian Financing Unit. Organize studies and interagency meetings to support policy development and decision-making. Participate in disaster assessments and coordinate international humanitarian assistance, ensuring necessary support is provided. Draft situation reports for the international community, detailing unmet needs. Partner with humanitarian agencies to plan and evaluate assistance programs, incorporating lessons learned and gender considerations. Manage and ensure the proper use of donor contributions. Establish and maintain contacts with government officials, UN agencies, NGOs, media, and diplomatic missions. Support technical assistance and field missions, conducting in-depth reviews of coordination mechanisms. Prepare various reports, documents, and communications. Serve as the primary focal point for AIT management, staying updated on developments and ensuring effective monitoring and reporting. Provide advice on policy issues related to humanitarian principles and assistance delivery. Organize and participate in work groups and conferences. Provide guidance and supervision to junior staff. Collect and analyze data for planning and decision-making using visualization methods.
Work Experience
A minimum of five years of progressive experience in humanitarian affairs, emergency preparedness, crisis management, or related fields is required. Field experience in emergency situations and experience in monitoring, reporting, and information sharing are essential. Experience in programme management, risk management, and analysis is desirable, as is experience within the UN system or a comparable international organization, particularly in the Middle East region.
