Organizational Context
The United Nations Relief and Works Agency (UNRWA) in the West Bank seeks a Recruitment Officer within the Human Resources Department's Career Management Division. This role reports to the Human Resources Career Management Officer and supervises other staff members, playing a key part in managing recruitment operations for the agency.
Job Purpose
The Recruitment Officer is responsible for the efficient day-to-day management of recruitment services and activities. This includes ensuring vacancy advertisements are compliant, preparing effective recruitment materials, coordinating technical tests, and monitoring application screening against established criteria. The role involves advising on recruitment matters, preparing for interviews, participating in interview panels, and providing guidance to candidates. Additionally, the officer contributes to the annual recruitment plan, refines selection procedures, and produces statistical reports on recruitment activities. The position also involves liaising with external recruitment services and updating relevant stakeholders on recruitment progress, while overseeing the development of assessment tools.
Responsibilities
Manage daily recruitment operations, including reviewing vacancy advertisements for compliance and producing effective promotional materials. Coordinate the preparation of technical tests with hiring offices and monitor application screening processes, addressing any discrepancies. Prepare for interviews, ensure recruitments align with the overall plan, and integrate gender perspectives. Participate in interview panels and complete reports for local recruitment. Engage with job applicants, offering guidance on the recruitment process and agency employment. Advise HRCMO and FHRO on recruitment issues, assist in developing the annual Field recruitment plan, and contribute to refining recruitment guidelines and selection procedures. Generate periodic statistical reports on recruitment activities, including data on rosters and shortlisted candidates. Liaise with external recruitment services regarding agency vacancies. Provide updates on recruitment matters to Programmes, Service Programmes’ heads, and Chiefs of Area Office. Oversee the development of assessment tools in coordination with hiring offices. Perform other assigned duties.
Work Experience
A minimum of five years of progressively responsible experience in human resources management is required, with at least two years specifically in recruitment and succession planning at a supervisory level. Experience residing in or holding an ID for West Bank or Jerusalem is desirable.
