Organizational Context

The Office for the Coordination of Humanitarian Affairs (OCHA) is part of the UN Secretariat, responsible for coordinating humanitarian actors to ensure coherent responses to emergencies. OCHA's mission is to mobilize and coordinate effective humanitarian action, advocate for those in need, and promote preparedness. This role is within OCHA Lebanon in Beirut, reporting to the Head of the Humanitarian Finance Section/Fund Manager.

Job Purpose

The Humanitarian Affairs Officer (Risk Management and Compliance) role is crucial for monitoring and analyzing humanitarian developments that may impact the Humanitarian Financing Unit (HFU). The position involves organizing studies, managing responses to audits and evaluations, and establishing stakeholder contacts to detect compliance issues. A key function is providing risk management and compliance training to implementing partners. The role serves as the primary focal point for HFU monitoring, risk, and compliance, ensuring adherence to global guidelines and providing advice on policy matters. This position also supports and monitors partner compliance, leads eligibility processes, and oversees responses to non-compliance, including providing technical capacity for misconduct incidents.

Responsibilities

Monitor and analyze humanitarian developments and emergency situations impacting the Humanitarian Financing Unit (HFU). Organize studies on humanitarian relief issues and manage follow-up actions for audits and evaluations of Country-Based Humanitarian Pooled Funds. Establish and maintain stakeholder contacts to identify compliance issues in HFU-funded projects and verify control mechanisms. Provide risk management and compliance training to implementing partners. Prepare reports, documents, and communications related to risk management and compliance for pooled funds. Act as the primary focal point for HFU monitoring, risk, and compliance, ensuring adherence to global guidelines. Advise the HFU on policy issues related to risk and compliance. Participate in relevant work groups and consultations. Support and monitor partner compliance with accountability and risk management policies, lead eligibility processes, and manage responses to non-compliance. Provide technical capacity to address incidents of misconduct, including financial misconduct and sexual exploitation and abuse.

Work Experience

A minimum of five years of progressive experience in humanitarian affairs, emergency preparedness, crisis management, or related fields is required. Experience in compliance and risk management is also required. Experience in responding to fraud or sexual exploitation and abuse incidents is desirable, as is experience within the UN system or a comparable international organization, particularly in the Middle East.
