Organizational Context
This position is within the United Nations Peacekeeping Force in Cyprus (UNFICYP) in Nicosia. The incumbent reports to the Chief of Mission Support. The role is crucial for ensuring coherence in mission support functions, including forecasting, performance monitoring, planning, and coordination of operational and resourcing activities.
Job Purpose
The Chief, Operations and Resource Management is responsible for strategically managing cross-cutting mission support functions to ensure coherence in forecasting, performance monitoring, planning, and coordination of operational and resourcing activities. This involves providing guidance and oversight for Human Resources, Finance, Field Technology, and Procurement sections. The role supports the Chief of Mission Support in setting strategic direction, developing and monitoring strategies, risk mitigation, and work plans. It also involves forecasting mission requirements and liaising with UNHQ to align planning and resource allocation with organizational priorities. The position leads and directs all aspects of the Operations and Resource Management Pillar, ensuring effective service delivery and alignment with the mission's mandate and strategic framework.
Responsibilities
Provide strategic guidance and oversight for Human Resources, Finance, Field Technology, and Procurement sections. Support the Chief of Mission Support in setting strategic direction for these components. Develop, coordinate, and monitor strategies, risk mitigation plans, and work plans for administrative activities. Secure necessary human, financial, logistic, and technological resources for the Mission. Forecast staffing, financial, logistics, and technology requirements in collaboration with other offices and liaise with UNHQ for alignment. Oversee strategic advisory services in human resources, financial resourcing, and ICT services. Manage mission information security and its incident response plan. Oversee procurement operations, including projects, financial controls, and contractor performance. Lead special projects like Disaster Recovery and Business Continuity, and manage service desk operations for continuous improvement.
Work Experience
A minimum of ten years of progressive professional experience in public/business administration, HR, finance, budgeting, accounting, or IT is required. Five years of managerial experience within UN peacekeeping missions is mandatory. Experience in change management, complex innovation, contingency implementation, and resource/budget management during liquidity challenges is also required. Experience in the Eastern Mediterranean and supporting field operations in conflict/post-conflict environments is desirable.
