Job Purpose
The Resident Coordinator (RC) serves as the highest-ranking UN representative at the country level, leading UN Country Teams to coordinate development activities and ensure accountability for the UN Sustainable Development Cooperation Framework and the 2030 Agenda. The role involves representing the UN at the highest levels, fostering engagement with diverse national and international partners, and advocating for Sustainable Development Goals (SDGs). The RC coordinates UN system-wide support, identifies and mitigates risks, supports agency-specific goals, and promotes UN Charter values, human rights, and gender equality. This includes forging strategic partnerships, advancing regional collaboration, leveraging UN system expertise, and overseeing country financing instruments. The RC also leads strategic communication, manages security responsibilities when designated, promotes staff development, and oversees the Resident Coordinator's Office to ensure effective UN contributions to national development priorities and sustainable solutions.
Responsibilities
Represents the UN at the highest levels, engaging with government, civil society, and partners to advance the 2030 Agenda and SDGs. Leads the UN Country Team in developing, monitoring, and implementing the UN Cooperation Framework. Coordinates system-wide UN support, identifying and mitigating risks to SDG achievement. Advocates for UNCT member agencies and supports their goals. Contributes to context analysis and shares findings with government and the Secretary-General. Promotes UN Charter values, human rights, gender equality, and the SDG commitment to leave no one behind. Forges strategic partnerships with diverse national and sub-national entities. Advances regional knowledge-sharing and collaboration. Leverages UN system expertise to improve shared results and align efforts with national priorities. Oversees country financing instruments and pursues funding for joint UN initiatives. Leads engagement on the UN's normative agenda and fosters an enabling environment for collaboration and knowledge sharing. Facilitates access to resources for innovation in sustainable development. Enhances strategic communication to promote UN system efforts and collective results. Manages security coordination when appointed as Designated Official. Promotes staff learning and implements policies on PSEA and gender parity. Oversees matrixed dual reporting and promotes UN common business operations. Coordinates humanitarian assistance when required and facilitates linkages between humanitarian and development programming. Integrates UNCT work with peacekeeping or political missions in conflict settings. Manages and provides strategic guidance to the Resident Coordinator's Office.
Work Experience
Over 15 years of international leadership experience is required, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Previous Resident Coordinator experience is mandatory. Senior-level inter-agency coordination experience may substitute for RC experience. Experience as a Designated Official for Security or in security decision-making is desirable.
