Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces. UNSOH also delivers technical assistance to the Organization of American States. This Senior Administrative Officer role reports to the Director of Mission Support.
Job Purpose
The Senior Administrative Officer serves as an advisor on human resources, budgeting, financial, and general administration matters. This role is responsible for developing, coordinating, and monitoring administrative work plans and strategies, and securing necessary resources. The officer forecasts personnel, financial, and logistical requirements for mission components, exercises budgetary control, and leads special projects like security and evacuation plans. They also evaluate support services, monitor audit recommendations, and assist with air safety and security operations. The position involves liaising with various internal and external stakeholders, including local authorities and other UN agencies, and representing the Mission Support Division in committees.
Responsibilities
Advise on management matters including human resources, budgeting, finance, and general administration. Develop, prepare, coordinate, and monitor administrative work plans, strategies, and programs, securing required human, financial, and logistical resources. Forecast personnel, financial, and logistical needs for all mission components in collaboration with other offices. Exercise budgetary and administrative control. Lead the development and implementation of special projects, such as security/evacuation plans and welfare activities. Evaluate support provided by the Mission Support Division and monitor audit/board of inquiry recommendations. Assist in supervising air safety and coordinating security operations. Liaise with internal leadership, local authorities, UN agencies, funds, and programs. Represent the Mission Support Division in inter-agency meetings and serve on standing boards and committees, potentially chairing the Local Committee on Contracts.
Work Experience
A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources, programme management, or general management is required. Experience in handling complex organizational issues at a programmatic level is also required. Experience with UN administrative/financial policies and practices, and relevant field experience are desirable.
