Organizational Context

The UN Secretariat's Resident Coordinator System (RCS) is undergoing a global reform to enhance its effectiveness in achieving the 2030 Agenda. Resident Coordinators' Offices (RCOs) are strengthened to provide independent, coordinated leadership at the country level, ensuring UN entities act coherently and align with national priorities. This role supports the RCO in Madagascar.

Job Purpose

This consultancy aims to significantly enhance the UN System's strategic positioning and influence among national institutions, bilateral and multilateral partners, international financial institutions, donors, the private sector, civil society, and the media in Madagascar. Upon completion, the Resident Coordinator's Office, UN Country Team (UNCG), and relevant working groups will possess strengthened mechanisms, operational tools, and enhanced capacities. These improvements will enable clearer articulation of the UN System's added value and comparative advantages, better showcasing collective results and impact, transforming evidence into strategic messages and advocacy products, fostering political dialogue, supporting resource mobilization and partnerships, and institutionalizing information flow and strategic utilization.

Responsibilities

The consultant will diagnose and structure inter-agency information flows, mapping current information exchanges between UN groups, evaluating their effectiveness for strategic positioning, influence, advocacy, and resource mobilization, and identifying constraints. They will propose and implement corrective actions, including a structured workflow for information capitalization and circulation, defining roles, responsibilities, coordination modalities, and expected deliverables. This includes establishing a feedback and validation mechanism for information, leveraging existing UNINFO data and avoiding parallel systems. The role involves analyzing UN System results and experiences to identify comparative advantages in Madagascar, developing a strategic positioning framework, and advising the RCO and UNCG on embedding this positioning in institutional communications, partnerships, and resource mobilization efforts. Additionally, the consultant will leverage data and reports to document the UN System's added value and impact, transforming significant results into evidence-based systemic change narratives, and developing flagship narratives to support advocacy and engagement.

Work Experience

A minimum of 5 years of experience in strategic communication, institutional positioning, advocacy, public affairs, or influence communication is required, preferably within the development sector, international organizations, or public policy dialogue environments. Proven experience in translating development results and data into public policy arguments and advocacy is necessary. Experience in organizational diagnostics, knowledge management, or multi-stakeholder information system coordination is also required.
