Organizational Context
The UN Secretariat's Resident Coordinator System in Gabon is undertaking a reform to enhance the coherence, effectiveness, and collective impact of UN actions. This involves developing a new Cooperation Framework for Sustainable Development (2028-2032), preceded by a country analysis to inform strategic positioning and guide joint UN efforts towards national priorities and the 2030 Agenda.
Job Purpose
This consultancy aims to conduct the 2026 Gabon Country Analysis and facilitate strategic consultations for the preparation of the next Cooperation Framework for Sustainable Development (2028-2032). The role will involve analyzing development challenges, vulnerabilities, and opportunities, assessing root causes, and examining the differentiated impact on vulnerable groups. It will also support the development of a theory of change and provide strategic recommendations to accelerate SDG achievement and inform the UN's future positioning in Gabon, ensuring alignment with national development priorities and the 2030 Agenda.
Responsibilities
Conduct a comprehensive 2026 Country Analysis for Gabon, examining development challenges, vulnerabilities, emerging risks, and opportunities, including multidimensional inequalities. Assess root causes, integrating human rights, gender equality, and the 'leave no one behind' principle. Analyze the differentiated impact of development challenges on vulnerable and marginalized populations. Develop forward-looking scenarios and formulate strategic recommendations to accelerate SDG achievement. Support the consultation process for the 2028-2032 Cooperation Framework, identifying key stakeholders and developing data collection tools. Facilitate thematic workshops and produce an analytical synthesis highlighting emerging priorities and stakeholder expectations to inform the framework's formulation. Assist in developing the theory of change using available tools.
Work Experience
A minimum of two years of professional experience in economic analysis, public policy design, and development is required. Specific experience in preparing Country Analysis documents, Cooperation Frameworks for Sustainable Development, or systemic/multidimensional analyses is essential. Experience in facilitating multi-stakeholder processes and strategic writing is also necessary.
