Job Purpose
The purpose of this consultancy is to significantly enhance community-based protection systems within UNRWA-supported camps in Syria. The role will involve conducting comprehensive assessments of existing protection mechanisms, analyzing community dynamics and risks, and engaging stakeholders to identify opportunities for improved protection outcomes. A key objective is to establish and strengthen a network of community volunteers to support outreach, awareness, and identification of vulnerable individuals. The consultant will also be responsible for developing and delivering capacity-building initiatives for these volunteers and relevant personnel, ultimately contributing to more effective and community-driven protection strategies.
Responsibilities
The Technical Expert will conduct comprehensive community assessments, mapping formal and informal protection mechanisms, leadership structures, and community initiatives. This includes analyzing power dynamics and barriers affecting vulnerable groups. Stakeholder mapping of relevant UN agencies, NGOs, CBOs, and local authorities will be performed to identify coordination and partnership opportunities. The role involves designing and facilitating participatory risk analyses through focus groups and consultations, ensuring AGD principles are applied. A community volunteer network will be developed, including selection, training, and linkage strengthening with existing structures and service providers. Capacity building will be delivered through training materials and sessions on various protection topics. The consultant will also support the development of community action plans, monitor implementation, and contribute to sustainability and handover strategies.
